Meanwhile, Rajasthan Royals have announced that Shane Watson, James Faulkner, Sanju Samson, Ajinkya Rahane and Stuart Binny will continue playing for the Jaipur-based team in 2014. Kolkata Knight Riders have gone with the expected retentions: Gautam Gambhir and Sunil Narine. Kings XI Punjab have retained David Miller and Manan Vohra. Rohit will lead Mumbai Indians in 2014 too. IPL 7 Schedule 2014 Window

IPL gets a window between April and May every year, as these months are general recess period between 2 seasons. Pepsi IPL 2014 Player regulations

In IPL 7 the IPL Governing Council has decided rules for the Player, following a series of deliberations.

On 12 February, the Pepsi IPL 7 or Pepsi IPL 2014 Player Auction will be held, and 13 February 2014 (if required). The place of the auction will be declared shortly.
Decisions summary of the IPL Governing Council:
Contract for the Player:
  1. One year term with a franchise having the choice to expand for either 1 or 2 additional years. The decisions have to be used on or previous to 15 December in every year
  2. IPL league fee for every players to be denominated in Indian Rupees
  3. players from country foreign to be paid in the currency of their preferred at the prevailing exchange rate on either the actual date of payment or contract due date, whichever is favourable to the player
  4. IPL league fee to exclude payment for playing in CLT20 but to contain equal to SIX approved friendly matches
  5. The extra fee for playing in CLT20 to be an amount equivalent to 10% of the IPL league fee
Composition of Squad:
  1. Every squad have to take in not below 16 and not over 27 players, and there may be up to 9 foreign players.
  2. Not over 4 foreign players in the XI for any match
  3. No minimum quota for catchment area players
  4. Under 19 players must have played either First Class or List A prior to signing for IPL
  5. Salary Cap for the IPL 2014 league fees of the whole squad to be Rs. 60 crore, rising by 5% pa for 2015 and 2016
  6. Lowest amount squad expend of Rs. 36 crore in each of the 2014, 2015 and 2016 seasons.
Retaining Players In Advance Of The 2014 Player Auction:
  • In advance of the 2014 Player Auction, a franchise can contract to a limit of 5 players (either capped or uncapped, not over four of whom may be capped Indians) who were in its squad in 2013, counting those who were unavailable during the season and those who were taken as temporary replacements
  • The player agreement for the retained player (in standard form and signed by both the player and the franchise) have to be lodged with the BCCI on or before Friday 10 January 2014
  • Embargo on franchises approaching any players who were in another franchise’s 2013 squad until Saturday, 11 January 2014
  • Irrespective of the IPL league fee that is settled between the between the franchise and the retained player, a fixed amount will be took away from the franchise’s salary cap for each player retained. And the franchise will be charged as follows-
Capped Players:
  • Rs. 12.5 crore for the 1st capped Player.
  • Rs. 9.5 crore for the 2nd capped Player.
  •  Rs. 7.5 crore for the 3rd capped Player.
  • Rs. 5.5 crore for the 4th capped Player.
  • Rs. 4 crore for the 5th capped Player.
Uncapped Players:
  • Rs. 4 crore for every uncapped Player
  • For the reason of determining the Salary Cap charge for every player retained, franchises will be consider to have retained capped players in the order of their actual IPL league fee (from the highest to lowest).  If two or more retained capped players have the similar IPL league fee, the pertinent Salary Cap charges shall be added jointly and divided by the number of such players, with the Salary Cap being charged by the similar amount for every player.
  • A franchise can be keeps the highest of 5 players, all of whom are capped, will have a balance of Rs 21 crore to pay the remaining up to 22 players in its squad for the 2014 season
  • Retained players may not be traded.
IPL 2014 player auction:
Player Auction will be held, and 13 February 2014 (if required). The place of the auction will be declared shortly.
All players (capped/uncapped, Indian/overseas, those who did or did not play in IPL in 2013) have to go into the 2014 player auction procedure if they would like to play in the IPL in 2014. The only exceptions are those who are retained in advance as explained in above.
  •  Only players who go into the player auction procedure (but are not taken by a franchise throughout the player auction) are entitled to be taken as a substitute during the 2014 season
  • The arrangement of the 2014 Player Auction will be mostly close to that of the 2013 Player Auction with the adding that every franchise will have a number of rights to match which it may use throughout the programme of the auction for any players who were in its squad in 2013
  •  The number of rights to match presented to a franchise will depend on the number of players that the franchise retained in advance—
